Judge: Loughner can be made mentally fit for trial (AP)

TUCSON, Ariz. ? A federal judge ruled Wednesday that the man accused of wounding Rep. Gabrielle Giffords in a deadly shooting rampage can eventually be made mentally fit to stand trial and should stay at a prison hospital for four more months.

U.S. District Judge Larry Burns made the decision as Jared Lee Loughner sat nearby, listening intently and quietly. The 23-year-old's demeanor was in stark contrast to his last court appearance in May, when an angry, loud outburst got him kicked out the courtroom.

Burns noted on Wednesday that Loughner wasn't smirking and that, for once, was paying attention to the proceedings.

"There's reason to be optimistic he will recover and be able to assist in his case," the judge said in ruling there's a substantial probability Loughner's mental health could be restored. "The court finds that measurable progress has been made."

Experts have concluded Loughner suffers from schizophrenia, and prosecutors contend he can be made competent with more treatment. But Loughner's attorneys argue prosecutors have failed to prove that it's probable his condition will improve enough.

Loughner has pleaded not guilty to 49 charges stemming from the Jan. 8 shooting in Tucson that killed six and injured 13, including Giffords.

Earlier Wednesday, a psychologist testified that Loughner has improved to where he understands that he killed people and feels remorse about it, and can be made competent to stand trial within eight months.

Loughner is still delusional but has made strides during the past four months at the Springfield, Mo., facility, Dr. Christina Pietz said.

When he first arrived, Loughner was convinced Giffords was dead, even though he was shown a video of the shooting.

"He believed it had been edited" by law enforcement, Pietz said.

Now that Loughner is being forcibly medicated with psychotropic drugs, "he knows that she (Giffords) is alive."

"He is less obsessed with that," Pietz testified. "He understands that he has murdered people. He talks about it. He talks about how remorseful he is."

As Wednesday's hearing dragged on, Loughner swiveled back and forth in his chair at times, and sighed as the talk turned to video surveillance of the shooting and later his delusions.

But for the most part, he sat still and expressionless. He looked thin and pale and was wearing a white T-shirt and khaki-colored prison pants. He had closely cropped hair and sideburns, and his wrists and ankles were shackled.

According to transcripts of Loughner's May 25 appearance, he interrupted the hearing by blurting out: "Thank you for the free kill. She died in front of me. Your cheesiness."

Federal marshals whisked him from the courtroom, and he watched the rest of the hearing on closed-circuit TV from a separate room.

The judge required Loughner's presence at Wednesday's hearing, even though his lawyers objected and argued traveling would be disruptive for their mentally ill client.

Loughner wanted to attend so he could see his parents, who live in Tucson and were at the hearing. They sat in a back corner of the courtroom, holding hands and whispering to each other.

Several survivors of the shooting spree also were at Wednesday's hearing, including Giffords staffer Pam Simon and Daniel Hernandez, the intern who helped Giffords at the scene. Also in the courtroom was Giffords spokesman Mark Kimble, who stood only a few feet from the congresswoman when she was shot.

Pietz testified Wednesday that Loughner remains on suicide watch but is no longer having auditory hallucinations.

Extending his stay at the Missouri facility by eight months will give him enough time to become mentally fit for trial, she told the judge.

"He has already made improvements, and he has only been on medication for 60 days," she said. "Given the progress he has made today, I have no reason to think he wouldn't continue to make progress."

Burns, in the end, decided to extend the stay for four months, adding that he would have to see more "measureable progress" before he could add more time. Burns also ruled that officials can continue medicating Loughner based on the prison's finding that he's a danger to himself.

Prison officials have forcibly medicated Loughner with psychotropic drugs after concluding at an administrative hearing that he posed a danger at the prison. Loughner's lawyers have been seeking to have the judge, rather than the prison, decide whether Loughner should be medicated.

Loughner's medications include the sedative Lorazepam, the antidepressant Wellbutrin and Risperidone, a drug used for people with schizophrenia, bipolar disorder and severe behavior problems.

Comment: The mixed story of the rise of Islamism in the Maldives thumbnail

One of the many lessons of the Canadian philosopher Charles Taylor?s magisterial book, A Secular Age, is how religion continues to exist and continues to be relevant.

The relevance is not only limited to religion?s potential for creating identity and meaning in life.

Religion?s relevance also lies in the moral and epistemological limitations of the virulent forms of atheistic exclusive humanism and hardcore naturalistic ?science? that Richard Dawkins, Ayaan Hirsi Ali, and their ilk seem to be promoting.

Religion?s potential for solidarity and taking the cause of justice and vulnerable forms of life, is as relevant as ever.

Its potential for an ultimate explanation against an unfounded scientific reductionism cannot be blindly and arrogantly dismissed.

Rise of Islamism and electoral democracy

During the last seven or so years, coinciding with (or in response to) democratisation, the most spectacular religious phenomenon in the Maldives is the rise of Islamism. At least twelve Islamic/Islamist NGOs were registered between 2004-2010. Prior to 2004, there were no more than three organisations with the specific goal of religion.

But re-Islamisation led by Islamism itself should not be taken as alarming for at least ?electoral democracy?.

If popular participation in politics can be an indication of support for democracy, the voter turnout in February 2011?s local elections stood at around 70%, which is comparable to past turnouts for parliamentary elections. Equally important, Islamist Adalath Party fared quite badly in all three elections since 2008.

However, re-Islamisation seems to have had, and will continue to have, mixed results for the society and politics.

Questioning religion

As late as the mid-1970s, ethnographic research in the Maldives could conclude that Islam of the people was largely limited to ?washing, praying and fasting?.

What this means can best be contrasted by describing what James Piscatori and Eickelman call ?objectification of Muslim consciousness?. They explain that this is ?the process whereby basic questions come to the fore in the consciousness of large numbers of believers?.

This process has become a salient feature of all Muslim societies. Similarly, this growing objectification of consciousness, largely over the past decade, became the most important religious development in the Maldives. Its main feature includes fragmentation and pluralization of religious discourses.

For sociologists like Jose Casanova this could ultimately mean an Islamic aggiornamento, or a sort of reform that took place in the Second Vatican when Catholicism finally endorsed democracy and human rights in the 1970s. But should we be so optimistic?

Judging from data and people?s comments, often here on Minivan News, it would be hard for some of us in the Maldives to see any positives from objectification of our religious consciousness.

Indeed, in the Maldives what we have seen is a sort of reflexive re-Islamisation: through responding to the terms of alternative discourses (e.g. democracy and human rights) and processes of global modernity, the society seems to be undergoing a new re-traditionalization.

Mixed Results of Islamism

We could observe two parallel processes led by Islamism in the Maldives. It seems to be a striking reversal of what had happened since the 1970s.

First, there is an attempt at de-secularising the actual community. The most obvious example is public piety such as the Muslim veil.

But there is also an attempt at re-Islamising the functional spheres like the economy. Islamic banking or riba-free business is a case in point.

Call for re-Islamising the national curriculum, call against music and entertainment, and rise in ?creationism? pseudo-science, are important examples too.

Perhaps a more important example is greater de-privatisation of religion: Islamist organizations and Islamist media outlets have proliferated in the public sphere. Their influence in the political society and the state has increased (e.g., a religious ministry led by Islamists).

But here is the other side of the picture. Islamist attempts at ?rationalisation? and ?objectification?, or in short ?purification? of the society, seem to have mixed results for the dominant national consciousness.

The powerful motif of a ?100% Muslim nation? may no longer serve as a taken-for-granted, internalised background. It may no longer be a largely unconscious sacralised background understanding of the nation.

The signs of this change could already be seen from the increased sarcastic deployment of ?sattain satta muslim qaum? (e.g., ?are we really a 100% Muslim nation??), especially by Islamists to decry the alleged failure of officials to make the society ?Islamic enough?.

If this is so, there is not only de-secularisation. There is a sort of ?secularisation? taking place too. This is a secularisation of the imagined community, of the taken-for-granted national consciousness. Ironically, reflexive re-Islamisation is driving this secularisation.

Now, why does this matter? Here is one reason why it matters.

Freedom of religion

This sort of secularisation of the national consciousness seems to be a condition of effective religious liberty. Even if political secularism was to be enshrined in the Constitution, freedom of religion might not be effective without this sort of secularisation of the ?imagined community?.

The poignant suicide of a young man, possibly because he felt he betrayed his ?comrades-in-identity? (i.e. the rest of us Muslims) is a case in point. His desperate email is telling: ?Maldivians are proud of their religious homogeneity and I am learning the hard way that there is no place for non-Muslim Maldivians in this society.?

One cannot only legally be non-Muslim; but more importantly such a person may be dismissed as unworthy. If this is so, political secularism itself may not be a sufficient condition of liberty without secularisation now seemingly driven by reflexive re-Islamisation. (Here then is also a lesson for the arrogant global (i.e. the US) project of bringing freedom of religion to the world.)

Awareness of the Other

If the above interpretation is correct, we could increasingly experience these phenomena:

i) Through objectification of the taken-for-granted national consciousness, an increased awareness of the existence of some fellow Maldivians with different worldviews and faiths.

ii) Through a process of de-secularisation of the actual community, intense reflexive and political bulwarks (especially by Islamists) against this cross-pressured awareness.

I think both of these things are taking place.

Political Reconciliation of the Cross-Pressure

How we finally politically reconcile this awareness is the ultimate condition of the possibility or impossibility for democracy ? and therefore equality, liberty, fraternity ? in this over two-millennia-old country.

This is not a place for advocacy. But for this political reconciliation, a necessary, but not sufficient, condition is a dose of humility from the full political and social spectrum.

As a colleague at the government once pointed out, as a first step, the government needs to get over with its ?hubris? of going it alone.

New Iowa cancer plan to be unveiled next week | TheGazette

IOWA CITY ?? Iowa will soon unveil a new plan to provide direction for the state?s cancer initiatives, but one thing hasn?t changed.

?There are still a lot of Iowans dying from tobacco exposure,? said Dr. George Weiner, president of the Iowa Cancer Consortium and director of the University of Iowa?s Holden Comprehensive Cancer Center. ?We still have a long way to go.?

Every year, one-third of the more than 6,000 cancer deaths in Iowa are caused by tobacco, Weiner said.

Making progress against tobacco exposure and other causes of cancer is among the goals of the 2012-2017 Iowa Cancer Plan, which will be released next week during the Iowa Cancer Summit.

The plan, an update of the 2006-2011 document, provides direction for people involved in cancer control programs, research and policy, as well as a resource for Iowans needing support and advocacy.

Screening, early detection, research and treatment are among the topics addressed in the plan.

?The approaches we listed before are still valid,? Weiner said, adding that the plan continually evolves as new information is discovered.

A prime example is in research, he said, where scientists are finding that treatments can be tailored for individual cancer patients.

?It?s both exciting and intimidating because we?re not likely to find one cure for everyone,? Weiner said.

Screenings are similar.

?We do know that screening saves lives,? Weiner said, but general guidelines of when those are needed do not necessarily apply to everyone. People with a family history of cancer, for example, should discuss with their doctor to see if earlier exams are warranted, he said.

One change from the previous plan is a greater emphasis on the dangers of radon, a naturally occurring, invisible and odorless radioactive gas.

Radon exposure is the leading cause of non-smoking lung cancer.

Weiner said Iowa has seen a steady decrease in lung cancer as tobacco use has decreased and improvements since Iowa?s Smokefree Air Act went into effect in 2008.

Smokers see an immediate improvement in cardiovascular health when they quit smoking, he said, so there was a noticeable drop in heart attacks after smoking was banned in public places in Iowa.

Weiner said there is a lag, however, in the formation of cancer.

?We?re just hitting that point now,? he said.

Funding of smoking cessation programs has been a point of contention in state budget planning. Weiner said a companion document to the Iowa Cancer Plan will outline implementation costs.

In the previous plan, just over $99 million was the price tag put on prevention, screening, treatment, quality of life and research, along with overarching goals.

All of the efforts require private and public partnerships, Weiner said.

?If we had the political will to do it, we could do it easily,? he said.

On spending, Congress can't agree on easy stuff

(AP) ? Congress is once again allowing shutdown politics to bring the federal government to the brink of closing.

For the second time in nine months, lawmakers are bickering and posturing over spending plans. The difference this time is that everyone agrees on the massive barrel of money to keep the government running for another seven weeks.

"It is embarrassing," Sen. Mark Warner, D-Va., admitted Sunday on CNN's "State of the Union." Warner asked: "Can we, once again, inflict on the country and the American people the spectacle of a near government shutdown?"

At issue is a small part of the almost $4 trillion budget intended for an infrequent purpose: federal dollars to help victims of floods, hurricanes, tornadoes and other natural disasters and whether some of the expense should be offset by cuts in other government spending.

This sort of crisis management has cost Congress credibility in the eyes of the electorate, with about eight in 10 Americans disapproving of the institution's performance after this summer's debt crisis. A major credit agency downgraded the nation's ratings as a result, unnerving the world's financial markets.

FEMA estimates that as of Monday morning, it had $114 million left in its disaster relief account, enough to last until Thursday or Friday, said agency spokeswoman Rachel Racusen. That is a couple of days longer than FEMA estimated last week, which an agency official attributed to unused money FEMA has been able to reclaim from grants to states for recovery projects that have been completed.

Those extra days are significant because that means FEMA may not need additional money to function until Saturday, when the government's new fiscal year begins. That takes some pressure off House and Senate leaders who have been unable to strike a compromise on a bill providing disaster relief and financing the government until mid-November.

The current standoff raises a question: If lawmakers can't even agree to help victims of natural disasters, how are they going to strike a deal to cut $1.5 trillion in spending this fall in the white-hot climate of presidential and congressional politics?

The uncertainty isn't helping officials in Joplin, Mo., desperate to rebuild homes and put people back to work after a devastating tornado in May.

"We can appreciate the efforts to get our national economy in better order, but we're concerned about how that's going to affect us," Joplin Mayor Mike Woolston said Friday, as Congress headed home for the weekend, the standoff unresolved.

Woolston said he thinks lawmakers will come to an agreement before the Federal Emergency Management Agency runs out of money.

"But the devil's in the details," he said. "How long will it take, how much disaster funding will there be?"

Uncertain is whether the closely divided Senate and Republican-controlled House can find reason to agree, and then do it ? a tall order against a history of nick-of-time accords over the budget in April and raising the debt limit in late July.

This time, even the promise of a scheduled vacation this week couldn't break the impasse. Lawmakers instead backed themselves into a new standoff last Friday, requiring at least the Senate to come back in session part of this week.

On Friday, the Democratic-controlled Senate blocked the House bill that would provide stop-gap federal spending, plus aid for people battered by a spate of natural disasters. The legislation also calls for $1.6 billion in spending cuts to help defray the disaster costs.

The House, meanwhile, left town for a weeklong recess and the Jewish holidays.

What remained was a familiar so's-your-mother partisan spat, with trillions of federal dollars ? more than $3 billion for disaster victims ? at stake.

Democrats complained that it's unprecedented and unfair to insist that spending cuts accompany badly needed emergency aid. Senate Majority Leader Harry Reid, D-Nev., who earlier in the week had said passage of the bill was urgent, on Friday put off a vote until Monday. The only option, he said, was to "capitulate to the job-destroying bill" from the House.

While Warner joined those blaming tea party-driven House Republicans, Sen. Lamar Alexander, R-Tenn., pointed to Reid. "He manufactured a crisis all week about disaster when there's no crisis," Alexander told CNN. He accused Democrats of "chest-pounding and game-playing."

Republicans say that with a $14 trillion-plus national debt, voters will find it outrageous that Democrats wouldn't accept $1.6 billion in spending cuts. Democrats, they said, had not learned the lesson of the 2010 elections, when tea party-backed conservatives won enough seats to give Republicans control of the House.

"We are sending a message to people that freezing spending is paramount," said one of those GOP freshmen, Michigan Rep. Bill Huizenga.

Democrats, meanwhile, are betting voters will find it petty and manipulative to let tornado and hurricane victims wonder if federal aid will be denied because lawmakers want to cut aid to automakers.

It's possible that Congress will find a last-minute way to avoid a shutdown of many federal agencies when the fiscal year ends on Friday. The Senate plans to vote Monday on a Democratic bill that would not require spending offsets to release new money for FEMA.

But GOP leader Mitch McConnell of Kentucky is confident Republicans will block the Democrats' move. It takes 41 votes to sustain a filibuster in the 100-member Senate, and the Republicans hold 47 seats.

If the GOP succeeds, the Senate could accept the House Republican bill it rejected on Friday. Or legislative leaders could try to negotiate their way past the logjam. House leaders said they don't plan to call their members back to Washington.

Still looming is the rest of the debt-limit deal. By Thanksgiving, a supercommittee of 12 House and Senate Democrats and Republicans must produce $1.5 trillion in cuts over the next decade. If they stumble, or Congress rejects their proposal, automatic cuts of $1.2 trillion would kick in, slashing domestic and defense programs. Congress is slated to vote on that package by the end of the year.

KABUL, Afghanistan ? NATO forces say an insurgent attack has killed one service member in Afghanistan.

The alliance says the attack occurred Saturday in the south of the country. NATO did not release other details.

The death brings to 440 the number of international troops killed so far this year in Afghanistan.

Also, Afghan officials say four Afghans were wounded in suicide bombings in eastern and northern Afghanistan.

Mortgage Refinancing: Consolidate Mortgage Loans
A mortgage is a real estate loan. A lender checks many things before assigning loan to a person. The lender also analyze credit rating, credit score and credit history of the applicant. The lender checks all the repayment history of the applicant and his behavior as a person. The borrower has to then pay only for a single loan and that is the refinance loan. It has a lower interest rate but continues for a long time.

Mortgage refinancing may not be a smart move for everyone. Hence, it is very necessary to consider this option very carefully. There are many different mortgage refinancing tips, available at different sources. Some simple and easy mortgage refinancing tips are given below:
First think, do you really need a refinance loan? Let?s see how you can decide it. Calculate the total monthly installment that you have to pay to your lender. If you find that it takes away a big chunk of your monthly income, then you can consider Mortgage refinancing loan.
You may calculate a debt to income ratio as follows:
Total Debt to Income Ratio = Total Debt Expenses / Gross Income
Negotiate the interest rate and time period of refinance loan. Lower the interest rate, the easier it will be for you to pay.

He featured some of Don Beachcombers' food and drink recipes that I'll share in the food & Drink forum. The book has great photos of the late fifties Tiki scene in Los Angeles including Don Beachcomber's home luau. (Edited for misspelled name)

I noticed this was one of the sources cited in the Bum's reconstruction of the Zombie, and it's a prominent player in his story of the Zombie in Sippin' Safari on pages 115 to 124. The Louis Spievak recipe from your book also appears on page 116 of Sippin' Safari and page 170 of Remixed. But it's great to see the recipe in its original setting, so don't hold back!
