Outside of elite health policy circles, the tax treatment of health insurance receives less attention than it deserves. It is therefore worth considering how the 2 presidential candidates view this important issue.

First a few facts. Contributions toward health insurance premiums paid directly by employers are not subject to payroll, federal, or state income taxes. For most workers?close to 80% of those with employer-based coverage?the contributions they make toward their premiums (the amounts they see deducted from their paychecks) also avoid all taxation.

Economists agree on theoretical grounds and have shown empirically that all contributions toward premiums?those made by employers and workers alike?are forgone wages. In other words, wages are lower by exactly the amount of the premium, even when the employer seems to pay it. What?s going on here is that employers are shifting compensation from wages to premiums. The preferential tax treatment of the latter encourages this.

Because wages are taxed, compensation in the form of health insurance in lieu of wages reduces government revenue. In fact, it reduces it a lot: $250 billion per year. Just to put that figure in perspective, $250 billion is almost half the Medicare budget. It is more than 3? times the average annual cost of the Affordable Care Act?s low-income health insurance subsidies. Employer-sponsored health insurance is among the most subsidized types of health insurance in America, almost as subsidized as Medicaid.

The preferential tax treatment of employer-sponsored health insurance also encourages more generous coverage and higher health care spending. By one estimate, health spending among insured workers is 26% higher than it otherwise would be if not for the tax break.

None of the above applies to health insurance purchased individually rather than through an employer. If you purchase health insurance outside of work, you pay taxes on the money you use to pay for it. If you buy it through work, it?s tax-free. I am aware of no justifying principle for that distinction.

Both President Obama and Mitt Romney seem to want to end that distinction, but possibly in different ways.

President Obama?s Approach

The President?s approach is clear. It?s codified in Title IX, section 9001, of the Affordable Care Act as an ?excise tax on high cost employer-sponsored health insurance.? Beginning in 2018, it would impose a 40% tax on the amount of health insurance premiums above $10 200 for individual coverage and $27 500 for family coverage. Those thresholds are to be indexed to overall inflation?not medical or insurance premium inflation, which is typically much higher. Hence, over time, this so-called ?Cadillac tax? will become a ?Chevy tax,? as it applies to plans of lower and lower generosity.

Imposing a flat 40% tax above a threshold is not the same thing as subjecting employer-sponsored health insurance premiums to taxation. For one thing, the entire 40% tax would be general federal revenue, not split among Social Security, Medicare, and federal and state governments as would be the case if payroll and income taxation were applied to premiums. For another, it is not progressive, as income taxes are. The excise tax hits every dollar above the threshold equally, independent of income. In his book Inside National Health Reform, John McDonough notes that President Obama opposed the more progressive approach of reducing or eliminating the degree to which employer-sponsored health insurance was shielded from payroll and income taxes.

However, the effect of the excise tax is expected to be very similar to applying payroll and income taxes to health insurance. The expectation by experts is that it will encourage employers to avoid the tax by reducing the generosity, and therefore premiums, of the plans they offer. In turn, over time, the economics of the labor force dictate that dollars not spent on premiums would be spent on wages (as many economics studies have shown), which will be hit with the progressive mix of payroll and income taxes. Consequently, the excise tax is a cap on the tax excludability of employer-sponsored health insurance.

Mitt Romney?s Approach

Romney?s approach to addressing the favorable tax treatment of employer-sponsored health insurance and its effects is, to date, vague. Although he has recognized this as an important issue, to my knowledge, the candidate has expressed his intent in this realm only twice, once on his website and once in a speech. His website says he wants to ?end tax discrimination against the individual purchase of insurance.? In a June speech in Florida, he said,

Well, right now, most people get their insurance through their employer, and the reason they do that is because their employer gets a tax deduction when they buy insurance for you. But if you?re a very small-business person?let?s say a one-person business?you don?t get a tax deduction for buying insurance. And if you?re an individual that?s not employed, you don?t get a tax deduction for buying your own insurance. What I would do is level the playing field and say individuals can buy insurance on the same tax advantage basis that businesses can buy insurance.

This sounds like Romney is predisposed to expand the favorable tax treatment of health insurance, not reduce it. Doing so would not help address the (too low) government revenue and (too high and growing) health care spending problems the nation faces. Let?s be clear: expanding the preferential tax treatment of insurance purchase would cost a fortune.

Now, it is possible that by acting to ?end tax discrimination? and ?level the playing field,? the candidate means to reduce the favorable treatment of employer-sponsored plans. Or perhaps he means something else entirely, such as offering tax credits for purchase of health insurance on the individual market. From his communications, we just can?t tell.

Grading the Work

For passing legislation to address the issue, I give President Obama a grade of A. For doing so in an indirect and very delayed way?although compelled by politics, to be sure?I give him a C. Likewise, I grant Romney an A for recognition of the issue but an incomplete for not yet providing enough detail for us to fully apprehend his intent. Albright, Suu Kyi sons among 2,000 removed from Myanmar blacklist

YANGON (Reuters) - Former U.S. Secretary of State Madeleine Albright, Aung San Suu Kyi's sons and two dead U.S. congressmen were among 2,082 names removed on Thursday from a Myanmar government blacklist that gives an insight into the paranoia of its former military junta.

Late Philippine President Corazon Aquino, U.S. singer-turned-politician Sonny Bono and Kim and Alexander Aris, the sons of Nobel laureate Suu Kyi, were some of the prominent names taken off a list stacked with journalists, academics, human rights campaigners and exiled Burmese activists.

Its publication on the website of the Office of the President (www.president-office.gov.mm/) is the latest sign of surprise openness by a quasi-civilian government that has legalized protests, abolished media censorship, freed hundreds of political prisoners and embarked on economic reforms since coming to power in the former Burma in March 2011.

No reasons were given for why they had been blacklisted, but many were critics of the reclusive and thin-skinned generals who ruled Myanmar with an iron fist for 49 years and persecuted politicians, reporters and dissidents.

The list included plenty of discrepancies, including individuals mentioned several times under different name spellings. British historian Timothy Garton Ash appears as "Gartonash, Timothy John", while some unknown individuals had only one name, like "Mr. Nick", "Li Li" and "Mohammed".

The announcement said exiled Burmese removed from the blacklist of 6,165 companies, organizations and individuals would be allowed to return. It did not say which remained.

Others removed include retired diplomats once based in Myanmar, the director of Human Rights Watch Brad Adams, late U.S. congressman Tom Lantos, Suu Kyi's former physician Khin Saw Win and Yuenyong Opaku, the lead singer of popular Thai rock band, Ad Carabao.

One notable name is John Yettaw, a Vietnam War veteran jailed in 2009 after swimming across Yangon's Inya Lake in home-made fins to warn Suu Kyi of an assassination plot, resulting in the extension of her house arrest.

Among journalists taken off were British author and documentary maker John Pilger, CNN's Dan Rivers, the BBC's Sue Lloyd-Roberts and Reuters photographer Adrees Latif, who won a Pulitzer Prize for his photo of a Japanese photographer shot dead in Yangon during a crackdown on 2007 pro-democracy protests.

Authors were also mentioned, like Bertil Lintner, whose books on Myanmar include "Outrage: Burma's Struggle for Democracy", which detailed the military's savage crackdown on the 1988 protests that first brought Suu Kyi to prominence.

"I feel good, of course, to be able to visit the country I have written about for so many years," said Lintner.

The pace of Wall Street?s war against the 99% is quickening in preparation for the kill. Having demonized public employees for being scheduled to receive pensions on their lifetime employment service, bondholders are insisting on getting the money instead. It is the same austerity philosophy that has been forced on Greece and Spain ? and the same that is prompting President Obama and Mitt Romney to urge scaling back Social Security and Medicare.

Unlike the U.S. federal government, most states and cities have constitutions that prevent them from running budget deficits. This means that when they cut property taxes, they either must borrow from the wealthy, or cut back employment and public services.

For many years they borrowed, paying tax-exempt interest to wealthy bondholders. But carrying charges on these have mounted to a point where they now look risky as the economy sinks into debt deflation. Cities are defaulting from California to Alabama. They cannot reverse course and restore taxes on property owners without causing more mortgage defaults and abandonments. Something has to give ? so cities are scaling back public spending, downsizing their school systems and police forces, and selling off their assets to pay bondholders.

This has become the main cause of America?s rising unemployment, helping drive down consumer demand in a Keynesian nightmare. Less obvious are the devastating cuts occurring in health care, job training and other services, while tuition rates for public colleges and ?participation fees? at high schools are soaring. School systems are crumbling like our roads as teachers are jettisoned on a scale not seen since the Great Depression.

Yet Wall Street strategists view this state and local budget squeeze as a godsend. As Rahm Emanuel has put matters, a crisis is too good an opportunity to waste ? and the fiscal crisis gives creditors financial leverage to push through anti-labor policies and privatization grabs. The ground is being prepared for a neoliberal ?cure?: cutting back pensions and health care, defaulting on pension promises to labor, and selling off the public sector, letting the new proprietors to put up tollbooths on everything from roads to schools. The new term of the moment is ?rent extraction.?

So having caused the fiscal crisis, the legacy of decades of property tax cuts financed by going deeper into debt are now to be paid for by leasing or selling off public assets. Chicago has leased its Skyway for 99 years to toll-collectors, and its parking meters for 75 years. Mayor Emanuel has hired J.P.Morgan Asset Management to give ?advice? on how to sell privatizers the right to charge user fees for previously free or subsidized public services. It is the modern American equivalent of England?s Enclosure Movements of the 16th to 18th century.

By depicting local employees as public enemy #1, the urban crisis is helping put the class war back in business. The financial sector argues that paying pensions (or even a living wage) absorbs tax revenue that otherwise can be used to pay bondholders. Scranton, Pennsylvania has reduced public-sector wages to the legal minimum ?temporarily,? while other cities are seeking to break pension plans and deferred-wage contracts ? and going to the Wall Street casino and play losing games in a desperate attempt to cover their unfunded pension liabilities. These recently were estimated to total $3 trillion, plus another $1 trillion in unfunded health care benefits.

Although it is Wall Street that engineered the bubble economy whose bursting has triggered the urban fiscal crisis, its lobbyists and their Junk Economic theories are not being held accountable. Rather than blaming the tax cutters who gave bankers and real estate moguls a windfall, it is teachers and other public employees who are being told to give back their deferred wages, which is what pensions are. No such clawbacks are in store for financial predators.

Instead, foreclosure time has arrived to provide a new grab bag as cities are forced to do what New York City did to avert bankruptcy in 1974: turn over management to Wall Street nominees. As in Greece and Italy, elected politicians are to be replaced by ?technocrats? appointed to do what Margaret Thatcher and Tony Blair did to England: sell off what remains of the public sector and turn every social program into a profit center.

The plan is to achieve three main goals. First, give privatizers the right to turn public infrastructure into tollbooth opportunities. The idea is to force cities to balance budgets by leasing or selling off their roads and bus systems, schools and prisons, real estate and other natural monopolies. In the process, this promises to create a new market for banks: lending to vulture investors to buy rights to install tollbooths on the economy?s basic infrastructure.

Elected public officials could not engage in such predatory and anti-labor policies. Only the ?magic of the marketplace? can break public labor unions, downsize public services and put tollbooths on the roads, water and sewer systems while cutting back bus lines and raising fares.

To achieve this financial plan, it is necessary is to frame the problem in a way that rules out less anti-social alternatives. As Margaret Thatcher put matters, TINA: There Is No Alternative to selling off public transportation, real estate, and even school systems and jails.

He claimed that ?63 percent of the graduates are illiterate, anyway,? so who needed books. Education and other parts of public spending was frozen as property taxes were slashed by 57% ? from 2.5 or 3% down to just 1% of assessed valuation, and were frozen at 1978 price levels for owners who have kept their property. The result is that California?s school system has plunged to 47th rank in the nation.

For neoliberals, the silver lining is that downgrading education makes citizens more susceptible to the Tea Party?s false consciousness when it comes to how to vote in their economic interest. Back when Prop. 13 was passed, for instance, commercial investors promised homeowners that across-the-board tax cuts would make housing more affordable and that rents would fall. But they rose, along with real estate prices. This is the Big Lie of neoliberal tax cutters: the promise that cutting tax will lower costs rather than provide a windfall for property owners ? and also for banks as rising rental values are ?free? to be capitalized into larger mortgage loans. But now the homeowners? share has risen to two-thirds, while commercial taxes have fallen to one-third. Bank loan officers have capitalized the tax cuts into larger mortgages, so housing prices have risen, not fallen. Los Angeles Mayor Antonio Villaraigosa exclaimed ruefully last year that ?the time is now to address the inequity of Prop 13 that allows large corporate interests to get a windfall meant for homeowners. We are not funding government. We are just decimating government and the services it provides.? He proposed a two-tier property tax, restoring higher rates for commercial and absentee investors.

School teaching is an exhausting occupation. That is one reason why teachers are one of America?s strongest labor unions. Their wages have not risen as fast as their expenses, because they have agreed to take less income in the short run in order to get pensions after their working days end. These contracts are now under attack ? to pay bondholders. States and cities are now insisting that bondholders cannot be paid without stiffing their labor force.

So we are now seeing the folly of untaxing property and replacing tax revenues with borrowing ? paying tax-exempt interest to the nation?s wealthiest bondholders. Cutting the property tax base thus finds its twin casualty in the wave of defaults on pension promises.

Real estate taxes have plunged from two-thirds of urban revenues in the 1920s to just one-sixth today for the United States as a whole. Federal grants-in-aid also are being cut back, and state aid to the cities is following suit. But instead of making housing more affordable, these tax cuts have ?freed? rental value from the tax collector only to end up being paid to the banks.

Here too, California has led the way. In 1996 its voters approved Prop. 218, requiring any new tax, fee or property assessment to be approved by two-thirds of voters. (A few exemptions were made to keep local sewer and water systems viable.) This stratagem ?starves the beast,? with the ?beast? being public infrastructure and social services. Police forces are being downsized and social programs are cut back. And as urban poverty increases, crime rates are rising, imposing an ?invisible? cost of living.

The most important economic fact to recognize is thus that whatever the tax collector relinquishes tends to be capitalized into mortgage loans. And by leaving more rent available to be paid as interest, cutting property taxes obliges homebuyers to go deeper into debt. Lower property taxes thus mean higher housing prices ? on credit, because a home or other real estate is worth whatever a bank will lend to new buyers. So by capitalizing the after-tax rental value into a flow of interest, bankers end up with the rent ? and hence, with the property tax cuts.

That is what a free market means today ? income created by public-sector investment, ?freed? to be paid to banks as interest rather than to be recaptured by government.

Most urban revenue is a free lunch created by taxpayer-financed roads, schools, sewers and water systems. But neither real estate speculators nor their bankers believe that this investment by taxpayers should be recovered by taxing the increased site values created by providing these public services. Instead of making the public sector self-financing as it expands public services to create wealth, private owners are to get the benefit ? while banks capitalize the gains into larger mortgage loans, which now account for 80% of bank credit.

The core of the bankers? ?false consciousness? ? the cover story with which Tea Party lobbyists are seeking to indoctrinate U.S. voters ? is that taxes on land and financial assets punish the ?job creators.? Going on the offence, the beneficiaries of this public spending claim that they need to be pampered with tax preferences to invest and employ labor, while the 99% need to be kicked and prodded to work harder by being paid low wages. This false narrative ignores the fact our greatest growth periods are those in which U.S. individual and corporate tax rates have been highest. The same is true in most countries. What is stifling economic growth is the debt overhead ? owed to the 1% ? and tax cuts on free lunch wealth.

The Public Pension Squeeze is Part of the Overall Debt Crisis

Republican Vice Presidential nominee Paul Ryan and Texas Governor Rick Perry have characterized Social Security as a Ponzi scheme. This is true in the obvious sense that retirees are supposed to be paid out of contributions to new entrants. That is how any pay-as-you-go system is supposed to work. The problem is not that the system needed to be pre-funded to provide the government with revenue to cut taxes on the 1%. The problem is that new contributions are drying up as the economy buckles under its expanding debt overhead.

Social Security can easily be paid. After the 2007 crash the Fed printed $13 trillion on its computers to give to bankers. It can do the same for Social Security ? and for federal grants-in-aid to America?s states and cities. It can pay state and local pension obligations in the same way it has paid Wall Street?s 1%. The problem is that the Fed is only willing do what central banks were founded to do ? finance government deficits ? to give to the banks. The aim is to save bondholders and the banks? high-flying counterparties, not the 99%.

The problem is that the financial system itself is rotten. This has turned today?s class war into a financial war, with the major tactic being to shape how voters perceive the problem. The trick is to make them think that cutting taxes will lower their living costs and make housing cheaper, rather than enabling banks to take what the tax collector used to take. That is the key perception that needs to be spread: cutting taxes leaves more ?free lunch? income available for banks to lend against, loading the economy deeper into debt.

Here?s why the present track can?t possibly work. State and local pension funds are $3 trillion behind because they are only making 1% returns these days (the only safe return), not the 8+% that they were told to make in order to pay pensions by ?capital? gains (that is, the bank-financed free lunch). The Fed is keeping interest rates low in an attempt to re-inflate real estate and other asset prices back to the happy decade of Bubblemeister Greenspan. If interest rates rise ? by enough to enable California, Chicago and other localities to obtain enough interest to pay retirees what they promised ? then banks will see the collateral for their mortgage loans fall.

So the Fed has locked the economy into low returns. Neither Democratic nor Republican politicians are willing to raise taxes on the finance, insurance and real estate (FIRE) sector. They vote in line with what their campaign contributors are paying for ? to make Wall Street rich.

At issue is the old Who/Whom choice. Given the mathematical fact that debts that can?t be paid, won?t be, the question is who should get priority: the 1% or the 99%?

Debt-ridden austerity and downsizing government is being urged as if it is inevitable, not a policy choice to put bondholders and the 1% over the 99% ? a reward for the lobbying money it has spent on buying politicians and misleading voters to believe that cutting property taxes and cutting taxes on the rich will help the economy.

But if America still lets the 1% write the laws ? or what turns out to be the same thing these days, to contribute to the political campaigns of lawmakers ? then the economy will get much poorer, quickly. The era of America growth will be over.

Something has to give: If bondholders won?t be paid, states cannot pay labor?s deferred wages in the form of pensions, and will have to cut back public services.

So it?s time to default. Otherwise, Wall Street will turn us into Greece. That is the financial plan, to be sure. It is the strategy for today?s financial war against society at large. In Latvia, I spoke to the lead central banker, who explained that wages in the public sector had fallen by 30 percent, helping push down private-sector wages nearly as far. Neoliberals call this ?internal devaluation,? and promise that it will make economies more competitive. The reality is that it will up the internal market and drive labor to leave.

Building blocks of life found around young star

ScienceDaily (Aug. 28, 2012) ? A team of astronomers using the Atacama Large Millimeter/submillimeter Array (ALMA) has spotted sugar molecules in the gas surrounding a young Sun-like star. This is the first time sugar been found in space around such a star, and the discovery shows that the building blocks of life are in the right place, at the right time, to be included in planets forming around the star.

The astronomers found molecules of glycolaldehyde -- a simple form of sugar [1] -- in the gas surrounding a young binary star, with similar mass to the Sun, called IRAS 16293-2422. Glycolaldehyde has been seen in interstellar space before [2], but this is the first time it has been found so near to a Sun-like star, at distances comparable to the distance of Uranus from the Sun in the Solar System. This discovery shows that some of the chemical compounds needed for life existed in this system at the time of planet formation [3].

"In the disc of gas and dust surrounding this newly formed star, we found glycolaldehyde, which is a simple form of sugar, not much different to the sugar we put in coffee," explains Jes J?rgensen (Niels Bohr Institute, Denmark), the lead author of the paper. "This molecule is one of the ingredients in the formation of RNA, which -- like DNA, to which it is related -- is one of the building blocks of life."

The high sensitivity of ALMA -- even at the technically challenging shortest wavelengths at which it operates -- was critical for these observations, which were made with a partial array of antennas during the observatory's Science Verification phase [4].

"What it is really exciting about our findings is that the ALMA observations reveal that the sugar molecules are falling in towards one of the stars of the system," says team member Cecile Favre (Aarhus University, Denmark). "The sugar molecules are not only in the right place to find their way onto a planet, but they are also going in the right direction."

The gas and dust clouds that collapse to form new stars are extremely cold [5] and many gases solidify as ice on the particles of dust where they then bond together and form more complex molecules. But once a star has been formed in the middle of a rotating cloud of gas and dust, it heats the inner parts of the cloud to around room temperature, evaporating the chemically complex molecules, and forming gases that emit their characteristic radiation as radio waves that can be mapped using powerful radio telescopes such as ALMA.

IRAS 16293-2422 is located around 400 light-years away, comparatively close to Earth, which makes it an excellent target for astronomers studying the molecules and chemistry around young stars. By harnessing the power of a new generation of telescopes such as ALMA, astronomers now have the opportunity to study fine details within the gas and dust clouds that are forming planetary systems.

"A big question is: how complex can these molecules become before they are incorporated into new planets? This could tell us something about how life might arise elsewhere, and ALMA observations are going to be vital to unravel this mystery," concludes Jes J?rgensen.

The work is described in a paper to appear in the journal Astrophysical Journal Letters.

The Atacama Large Millimeter/submillimeter Array (ALMA), an international astronomy facility, is a partnership of Europe, North America and East Asia in cooperation with the Republic of Chile. ALMA is funded in Europe by the European Southern Observatory (ESO), in North America by the U.S. National Science Foundation (NSF) in cooperation with the National Research Council of Canada (NRC) and the National Science Council of Taiwan (NSC) and in East Asia by the National Institutes of Natural Sciences (NINS) of Japan in cooperation with the Academia Sinica (AS) in Taiwan. ALMA construction and operations are led on behalf of Europe by ESO, on behalf of North America by the National Radio Astronomy Observatory (NRAO), which is managed by Associated Universities, Inc. (AUI) and on behalf of East Asia by the National Astronomical Observatory of Japan (NAOJ). The Joint ALMA Observatory (JAO) provides the unified leadership and management of the construction, commissioning and operation of ALMA.

[1] Sugar is the common name for a range of small carbohydrates (molecules containing carbon, hydrogen and oxygen, typically with a hydrogen:oxygen atomic ratio of 2:1, as in water). Glycolaldehyde has the chemical formula C2H4O2. The sugar commonly used in food and drink is sucrose, which is a larger molecule than glycolaldehyde, and another example of this set of compounds.

[2] Glycolaldehyde has been detected in two places in space so far -- first towards the Galactic Centre cloud Sgr B2, [using the National Science Foundation's (NSF) 12 Meter Telescope at Kitt Peak (USA) in 2000][1], and [with the NSF's Robert C. Byrd Green Bank Telescope (also USA) in 2004][2], and in the high-mass hot molecular core G31.41+0.31 [using the IRAM Plateau de Bure Interferometer (France) in 2008][3].

[3] Accurate laboratory measurements of the characteristic wavelengths of radio waves emitted by glycolaldehyde were critical for the team's identification of the molecule in space. In addition to the glycolaldehyde, IRAS 16293-2422 is also known to harbour a number of other complex organic molecules, including ethylene glycol, methyl formate and ethanol.

[4] Early scientific observations with a partial array of antennas began in 2011 (see[ eso1137][4]). Both before and after this, a range of Science Verification observations have been performed to demonstrate that ALMA is capable of producing data of the required quality, and the data produced have been made publicly available. The results described here use some of these Science Verification data. Construction of ALMA will be completed in 2013, when 66 high-precision antennas will be fully operational.

[5] They are usually around 10 degrees above absolute zero: about -263 degrees Celsius.

Nokia may have partnered with Monster for its last batch of Lumia-focused audio wares, but now JBL is also in on the deal. Say hello to first product from Nokia and JBL, the successor to the Play 360 portable speaker, dubbed PlayUp. The noiseybox is packed with Bluetooth and NFC, and as for the design, it's made to complement "current and future Lumia smartphones." Like the Play 360, the PlayUp is a cylindrical, top-shooting speaker with physical volume controls, a large power button near the bottom and a 3.5mm jack for plugging in PMPs. The PlayUp weighs 760g and it measures in at 118 x 118 x 128mm -- a fair bit chunkier that the 360 (110 x 110 x 124mm and 514g). Despite the heft, the PlayUp's battery is rated for 10 hours of use, which is disappointingly just under half of the 360's replaceable cell. Charging gets handled via micro-USB and -- thankfully -- a wall adapter is included.

Naturally, the notable change is JBL's baked-in audio expertise. The unit can pump out a healthy 89dB of volume (aided by a bass port), which isn't shabby, but still shy of the ear-ringing 120dB the $99 UE Mobile BoomBox can produce. There's no word on whether tow units can pair wireless stereo like its elder, or what version of Bluetooth is packed inside, but we'll be sure to let you know once we find out. Nokia also plans to release an app for the device to allow for remote control.

Given that Nokia has knack for consistency across its products, it's likely that the white, black, cyan and bright yellow color choices will match up with the WP 8-loaded Lumias at their September 5th unveiling. The PlayUp will be available for €149 (about $186) before the year is out, which includes a travel pouch and a 3.5mm audio cable. In the meantime, hit the source link for more details.

Assad says more time needed to win Syria battle

President Bashar al-Assad said his forces need more time to win the battle in Syria and scoffed at the idea of creating buffer zones for displaced people, as fighting raged nationwide on Wednesday.

Assad's statements, in an interview with pro-regime Addounia channel, came after a car bomb rocked a funeral in a Damascus suburb on Tuesday, killing 27 people.

"I can summarise in one phrase: we are progressing, the situation on the ground is better but we have not yet won -- this will take more time," Assad said in the interview with the private channel.

He also rejected an idea being championed by Turkey of creating buffer zones within Syria to receive those displaced by the conflict so they do not flood across the borders into neighbouring countries.

"Talk of buffer zones firstly is not on the table and secondly it is an unrealistic idea by hostile countries and the enemies of Syria," he said.

Assad also accused "the Turkish state of bearing a direct responsibility for the spilling of blood inside Syria."

French President Francois Hollande said on Monday France was working with its partners on the possible establishment of such buffer zones.

But his foreign minister, Laurent Fabius, admitted on Wednesday implementing these would be "very complicated" and require the imposition of partial no-fly zones.

Turkish Foreign Minister Ahmet Davutoglu has said Turkey is in talks with the United Nations on ways to shelter thousands of refugees on Syrian soil.

"We expect the United Nations to step in for the protection of refugees inside Syria and if possible housing them in camps there," Davutoglu was quoted as saying by Turkey's Anatolia news agency.

He was speaking before leaving for New York to attend UN Security Council meeting on refugees on Thursday.

Human Rights Watch urged Syria's neighbours to keep their borders open to refugees, but Jordan said it would send home Syrians who attacked and injured more than 20 police in clashes at the Zaatari refugee camp near the border on Tuesday.

Assad on Wednesday also mocked regime defectors, saying their departure amounted to a "self-cleansing of the government firstly and the country generally."

Syria's government has been rattled by several high-profile defections as the conflict has escalated, including former premier Riad Hijab and prominent General Manaf Tlass, a childhood friend of Assad.

"Despite several mistakes, there is a strong bond" between the regime and the Syrian people, Assad insisted, boasting the support of the majority of the population.

"What is happening is neither a revolution nor a Spring, it is about terrorist acts in every sense of the term," he said.

Syrian rebels, meanwhile, said they destroyed five helicopters in a raid on a military airport between the northern cities of Aleppo and Idlib on Wednesday, while state television said the attack was repelled.

Abu Mossab, a rebel who said he took part in the attack, told AFP via Skype that rebels shelled Taftanaz military airport with two tanks captured from the army and destroyed five helicopters.

"We destroyed five helicopters as well as buildings in the airport," Abu Mossab said, although it remained in army hands after the raid in which the rebels lost two men before withdrawing.

State television said the military repelled the attack with the airport suffering "no material damage."

The Britain-based Syrian Observatory for Human Rights earlier reported fierce fighting near the airport and helicopter raids on the nearby town of Taftanaz.

In Damascus, activists reported a third straight day of army attacks on rebel strongholds in the eastern outer belt of the city, collectively referred to as East Ghuta.

State media said "terrorist mercenaries" had killed four civilians in Zamalka, using its term for rebels fighting government forces since the anti-regime uprising broke out in March 2011.

They had "murdered citizens, including women and men, under the eyes of inhabitants... The terrorists then gathered the bodies of the victims and put them in a mosque in Qadi Askar" district, the SANA news agency said.

It said the assailants had planned to blow up the mosque and then blame the attack on government forces.

State-run newspaper Tishrin said Tuesday's car bombing of a funeral in Damascus was an indication that the "terrorist" groups have reached "a very advanced stage of despair and bankruptcy."

The bombing hit Jaramana, a mainly Druze and Christian town on the southeastern outskirts of Damascus that the Observatory described as generally supportive of Assad's government.

Russia on Wednesday called for an impartial investigation into the latest "barbaric" violence in and around Damascus.

"We insist on a meticulous and impartial investigation into the circumstances of the latest tragic events" using the resources of the United Nations' newly opened office in Damascus, the Russian foreign ministry said.

It singled out the car bomb and the discovery of several hundred bodies near the Damascus suburb of Daraya on Sunday that the rebels charge was the result of a massacre by regime forces.

In violence nationwide on Wednesday, at least 101 people were killed, including 56 civilians, according to the Observatory, which says more than 25,000 people have been killed in the 17-month-long revolt.

Meanwhile, UN chief Ban Ki-moon held talks in Tehran with Iran's leaders including on the Syria conflict.

After meeting parliament speaker Ali Larijani, Iran's parliamentary news website quoted Ban as saying: "Iran can play an important role in solving the Syrian crisis peacefully."

Iran, the chief ally of Syria's regime, accuses the United States, Turkey, Saudi Arabia and Qatar of sustaining the revolt in Syria.

(AP) ? The FX channel says it has ordered 90 more episodes of the Charlie Sheen sitcom "Anger Management."

The unusually large order reflects the original agreement that FX made for the sitcom, which marked Sheen's quick return to TV after he was fired from "Two and a Half Men."

As part of the deal, FX set a ratings target for eight of the first 10 episodes of "Anger Management." The show reached the threshold, earning an automatic 90-episode order.

FX says "Anger Management" is cable's highest-rated new comedy series this year, averaging 4.5 million viewers.

FX Networks executive vice president Chuck Saftler says he's confident the producers and cast will be able to produce another 90 episodes during the next two years after quickly turning out the first 10.

If you haven?t had a great track record with women in your past relationships, or even if you are starting a new relationship, you might be wondering if there is a better way to learn how to be a man to a woman. From learning what my partner has taught me, reading about relationships and observing other men whom I admire, I believe that men can learn to be a better person just as much as women.

When I attend self development seminars, there were always more women who attend then men. So I thought why is that?

Men tend to let their ego take control of who they are so much more than women do. Men think that if they seek improvement, then they won?t appear to be man enough.

Being partnered to a Christian of faith, I would like to share what the bible states to be character requirements of men: Be determined and decisive, to pray and ask for guidance, to be courageous, to be humble, to love their partner, to spend quality time with their children, and to have self control towards their desires.

Another word I strongly admire in relation to men is for them to be a gentleman. If you break that up it means exactly what it says ?gentle ? man?. ?Your Dictionary? online also describes the word gentlemen as ?... a man in a high social position, or a man with excellent manners?.

How to be a man to a woman also means to always be honest no matter what. This includes with your feelings towards her, your intentions about how you feel or to have the courage to tell her you are not interested in a relationship when you don?t feel the same way as she might.

Many men who I have dated have continued to see me despite not being as interested as I was for a relationship. Japan blocks landing on disputed islands to defuse China tensions

TOKYO (Reuters) - The Japanese government on Monday refused to let Tokyo metropolitan authorities land on islands at the centre of a territorial dispute with China, a move aimed at defusing tensions that led to biggest anti-Japan protests in years.

Tokyo Governor Shintaro Ishihara has proposed buying the islands from their private Japanese owners and has sought central government permission to send a team of officials to survey the land.

The plan has prompted Prime Minister Yoshihiko Noda to suggest that the central government could instead buy the islands it now leases. Both plans sparked outrage in China.

"The government has reached a conclusion of not permitting landing based on the purpose of its lease, which aims at peaceful and stable management and control of the Senkaku islands," a government official said.

The decision comes after anti-Japanese demonstrations in some Chinese cities over the weekend, which followed much bigger protests a week earlier.

The uninhabited islands known as Senkaku in Japan and Diaoyu in China have long been a source of friction between Tokyo and Beijing and competing territorial claims to the islets and surrounding fishing areas and potentially rich gas deposits.

Tensions over the islands flared in mid-August, when the Japanese coast guard detained Chinese activists who sailed from Hong Kong and landed on the island. Tokyo sent the group back home without charging them to calm things down, but a landing of Japanese nationalists just days later led to another flare-up.

Thousands of people in several Chinese cities took to the streets in biggest anti-Japanese protests in years after the tit-for-tat landings.

Tokyo also remains locked in a bitter feud with South Korea over another disputed island chain.

In a symbolic, but rare gesture the Japanese parliament on Friday passed two resolutions asserting Japan's sovereignty over both island chains, calling Seoul's control over one of them a "illegal occupation" that should end soon.

The resolutions prompted angry rebukes from Seoul and Beijing in an escalating war of words.

Despite close economic ties, bitter memories of Japanese militarism run deep in China and South Korea. The territorial disputes show how the region has failed to resolve differences nearly seven decades after the end of World War Two.
