S.Africa stocks up 22 pct in 2012 on retail surge
JOHANNESBURG (Reuters) - South African stocks ended the year near record highs on Monday, after a 22 percent surge that marks their best annual return since 2009, lifted by a runaway performance from the booming retailing industry.
Equities in Africa's biggest economy have confounded market watchers this year, as shares largely shrugged off lacklustre economic growth and three months of crippling strikes in the crucial mining sector that sparked credit downgrades.
"It surprised everybody. If you look back at the consensus forecasts, even the optimists were not even close," said Abri du Plessis, chief investment officer at Gryphon Asset Management in Cape Town.
"Our market is running ahead and it is already discounting the commodities cycle picking up again, and I still cannot see that with what's happening in Europe... For that reason, I'm a bit negative on our market in the first half."
The benchmark Top-40 index finished the half day of trade down 0.39 percent at 34,795.50, just off its record high hit last week and up 22.22 percent for the year.
That was the Top-40's best annual performance since 2009, when it rose nearly 29 percent.
The broader All-share index finished the session 0.34 percent lower at 39,250.24, also near a record high and up 22.71 percent for the year.
Shares of Assore surged 94 percent in 2012, making the base mineral mining company the top performer on the blue-chip index.
Retailers have been the real standout in Johannesburg this year, lifted by optimism that government grants to the poor and the growth of a middle class will translate into stronger consumer spending.
SUB-SAHARAN EXPANSION
Woolworths, a clothing and high-end food retailer that is expanding its sub-Saharan presence beyond South Africa, rose 82 percent in 2012.
Mr Price, which targets money-conscious consumers, gained 76 percent, while grocer Shoprite gained 51 percent.
Some investors have cautioned that retailers were now too expensive after this year's steep gains. Eight of South Africa's largest retailers were trading at an average price-to-earnings ratio of 21, well above the average of 14 for the Top-40.
Like other emerging markets, South Africa was helped this year by global monetary stimulus that increased demand for riskier assets.
"It's the emerging markets story again. As global sentiment started to ease and got a bit more positive... emerging markets are one of the first that investors pick," du Plessis said.
In local currency terms, South Africa was the tenth best performer among 31 emerging stock markets tracked by Thomson Reuters.
The best performing emerging market this year was Venezuela, where the benchmark index has quadrupled in value.
In dollar terms, however, the Top-40 managed a more modest 16 percent return, putting South Africa in 18th place among the emerging market indices.
The rand currency has been hit this year by concerns about the outlook for Africa's top economy, which is saddled with high unemployment, slow growth and labour unrest.
Ratings agencies Moody's and Standard & Poor's have both downgraded South Africa's credit rating this year. Analysts expect Fitch will cut its rating at its next annual review in January.

As things wind down for the holidays, and the torrent of international Android news temporarily slows to a trickle, there's just enough time for one last weekly round-up. And despite the incoming festivities, there's been plenty of interesting pre-Christmas news.
The week started with news of a serious security vulnerability in certain Samsung phones, which could allow a rogue app to take complete control of affected handsets. The was exploit discovered in kernel code for phones running Samsung's Exynos CPU, meaning it affects devices like the international Galaxy S3 and S2, as well as all Galaxy Note 2 models. It's a bg deal, and Samsung has acknowledged its existence, saying it's working to deliver a fix "as quickly as possible."

Veteran poetry merchant, Lanrewaju Adepoju, ?resurfaces? at a conference on poetry performance in Osogbo, Osun State, writes AKEEM LASISI
For fans of once-fiery Yoruba poet, Lanrewaju Adepoju, time came for a re-union about two weeks ago. The Ibadan, Oyo State-born poet, who ruled the waves with inspiring and often critical Ewi (Yoruba poetry), especially in the 1980s, has, in the past decade, retreated to the backstage. As a result, many people have missed the critical but highly metaphoric interventions he used to make with his craft, which he waxes into albums and distributes across the country and beyond.
When he thus surfaced in Osogbo, Osun State at the Conference on Poetry Performance in Nigeria, he was the cynosure of all eyes. Even poet laureates such as Professors Niyi Osundare and Femi Osofisan, revered anthropologist, Karin Barber, and other celebrated writers, including Remi Raji and Odia Ofeimun, could not hide their elation at seeing the chanter who appears to have become the proverbial big rat that is hardly seen in daylight.
Interestingly, Adepoju, who, among other bruises suffered in the course of his poetry performance career, was harassed by agents of the Ibrahim Babangida junta for sharply criticising the government in Nibo la n lo? (Where are we Going from Here?), was fully prepared to tread memory lane with his colleagues and fans.
Although he is no more the young man he used to be, his voice is still bright, loud and very clear.? It still oozes the poetic sweetness that endeared him to the masses. As fast as Adepoju would, however, love to sprint in the forest of words, one thing drew him back: his ailing sight.
The audience first got a hint that there was some trouble when he had to be led to the high table by an aide. Dressed in a brownish kaftan, with his boisterous beard eagerly announcing that he is still the Islamic missionary he became more than a decade ago, he mostly had to consult his toes to know where the steps were as he mounted the podium in the Centre for Culture and International Understanding hall, venue of the conference.
Despite the challenge, he presented a paper titled Alaye Oro Lori Ise? Akewi ? The Business of Poetry Performance. Apart from the medicated glasses he wore, he had two other lenses on his right and left. Yet, he could only progress very slowly, as he had to stagger through some of the passages.
But his audience endured it all. The nostalgia he invoked as he gave examples of some of his old poems and the humour he injected even as he lamented that the poor sight had slowed him down, served more than consolation for them.
He noted that poetry is an important phenomenon that demands a good measure of craftsmanship. According to him, to achieve good poetry, the poet must be a good observer and be well equipped with language power.
Adepoju said, ?Often, imagination sends the mind to different places. Poetry is not a business of or for fools. It is for the wise, the brainy and the intelligent.? Most times, the search for beautiful words makes the composer spend a lot of time on a particular work.?
Some of his old albums from where he quoted verses to the delight of many are Ilu Le, Agba Oro, Oriki Olodumare and Iku Awolowo.
Responding to some of the questions asked him, Adepoju said he has not retired from writing and performing poetry. He recalled that he recently produced Agbara Idibo ? Power of Ballot ? when Prof. Attahiru Jega was appointed the Chairman of the Independent National Electoral Commission.
He added, ?We are all in Nigeria. Our children are here.? So, there are things happening in the country that one cannot just but comment on. Those inspired by God will continue to talk.?
Although he conceded that marketers have become somehow lazy, while pirates are also wreaking havocs, he promised that he would soon come out with a series of new works ? although with the indications that they would be in the mould of those propagating his Islamic faith.
The conference, which has a lecturer at the Obafemi Awolowo University, Ile Ife, Dr. Niyi Okunoye, as the coordinator, also inspired to the stage other seasoned performing poets that included Alabi Ogundepo.? On separate evenings, they re-assured the ?modern? poets and critics in attendance that Africans have always been custodians of beautiful poetry.
Interestingly, this is the conclusion of most of the scholars who presented papers at the event. Invoking different traditional poetic forms across the country, the experts, including Prof. Toyin? Jegede of the University of Ibadan, Dr. Patrick Olokor, Dr. Felicia Ohwovoriole,? Dr. Bose Afolayan (all from the University of Lagos, Akoka), Dr. Abubakar Liman (Ahmadu Bello University, Zaria), Dr. Rotimi Fasan (Osun State University, Osogbo) ad Dr. Friday Okon (University of Uyo), generally agreed that poetry performance has a place even in contemporary Nigeria.
With the centre?s Director-General, Prof. Wole Ogundele, as chief host, other participants include Sule Egiya, Dr. Jendele Hungbo, Henry Hunjo, Idom Inyanbri, Prof. Adebayo Lamikanra and Dr. Olugbenga Ogunbote.

Cyclone Evan is no more than a remnant low pressure area in the South Pacific Ocean now. NOAA's GOES-15 satellite captured an image of the remnants from its fixed orbit in space on Dec. 20 that showed strong wind shear had basically blown the storm apart.
The last official bulletin by the Joint Typhoon Warning Center was issued on Dec. 19 at 2100 UTC (4 p.m. EST/U.S. or 12:56 a.m. Fiji local time on Dec. 20). At that time, Evan's maximum sustained winds were still near 35 knots (40 mph/64.8 kph) and it had transitioned into an extra-tropical storm. It was located 400 nautical miles south of Nadi, Fiji, near 24.3 south latitude and 178.5 east longitude. Evan was moving to the south-southeast at 4 knots (4.6 mph/7.4 kph). Evan has since become a remnant low pressure system.
NOAA's GOES-15 satellite captured an infrared image of Evan's remnants on Dec. 20 at 1500 UTC (10 a.m. EST) showed the remnants of former Tropical Cyclone Evan blown apart by very strong wind shear, northeast of New Zealand. The low pressure center appears northwest of the plume of clouds associated Evan's remnants. The image was created by NASA's GOES Project, located at NASA's Goddard Space Flight Center in Greenbelt, Md.
Northwesterly wind shear continued to be very strong, blowing between 40 and 50 knots (46 and 57.5 mph/74 and 92.6 kph) and cooler ocean waters were weakening Evan quickly.
Evan has now gone into the history books as one of the strongest cyclones to hit Fiji and American Samoa in recent memory.

Former Republican Nebraska Sen. Chuck Hagel may no longer be President Obama?s favored pick to run the Defense Department, sources told the Free Beacon.
Hagel immediately drew a frosty reception from observers who criticized him for advocating in favor of direct unconditional talks with Iran and for backing sizable cuts to the defense budget.
Those who have worked with Hagel and have an intimate knowledge of his managerial style also expressed concerns about his possible appointment.
Sources on Capitol Hill told the Free Beacon that opposition to Hagel reaches all the way to the Embassy of Israel, which is said to have quietly expressed concern about the former senator.
?Our office has talked with the Israel embassy who says their policy is to support whatever the president wants in his cabinet and would not provide further comment,? one Senate aide told the Free Beacon. ?With a little prodding, our contact at the embassy did allude to their concern for Hagel?s nomination.?
An Israeli embassy spokesman declined comment.
Hagel has drawn additional heat from insiders who claim he lacks the credentials needed to manage a department as large and essential as the Pentagon.
?Yes, Hagel has crazy positions on several key issues. Yes, Hagel has said things that are borderline anti-Semitism. Yes, Hagel wants to gut the Pentagon?s budget. But above all, he?s not a nice person and he?s bad to his staff,? said a senior Republican Senate aide who has close ties to former Hagel staffers.
?Hagel was known for turning over staff every few weeks?within a year?s time he could have an entirely new office because nobody wanted to work for him,? said the source. ?You have to wonder how a man who couldn?t run a Senate office is going to be able to run an entire bureaucracy.?
Others familiar with Hagel?s 12 year tenure in the Senate said he routinely intimidated staff and experienced frequent turnover.
?Chuck Hagel may have been collegial to his Senate colleagues but he was the Cornhusker wears Prada to his staff, some of whom describe their former boss as perhaps the most paranoid and abusive in the Senate, one who would rifle through staffers desks and berate them for imagined disloyalty,? said Michael Rubin, a former Pentagon adviser on Iran and Iraq. ?He might get away with that when it comes to staffers in their 20s, but that sort of personality is going to go over like a ton of bricks at the Pentagon.?
Multiple sources corroborated this view of Hagel.
?As a manager, he was angry, accusatory, petulant,? said one source familiar with his work on Capitol Hill. ?He couldn?t keep his staff.?
?I remember him accusing one of his staffers of being ?f?ing stupid? to his face,? recalled the source who added that Hagel typically surrounded himself with those ?who basically hate Republicans.?
Sources expressed concern about such behavior should Hagel be nominated for the defense post. With competing military and civilian interests vying for supremacy, the department requires a skilled manager, sources said.
?The Pentagon requires strong civilian control,? a senior aide to former Secretary of Defense Donald Rumsfeld told the Free Beacon. ?It?s already swung back in favor of the military over the past five years. A new secretary of defense should push it back in its rightful place, but it?s doubtful Hagel would be that guy.?
?It?s not clear that [Hagel] has the standing, the managerial prowess, or the willingness to gore some oxen,? said the source.
One senior Bush administration official warned that Hagel is ill informed about many critical foreign policy matters.
?He?s not someone who?s shown a lot of expertise on these issues,? said the source, referencing a recent Washington Post editorial excoriating Hagel?s record. ?That [op-ed] was?extraordinary.?
?Only in Washington,? the official added, ?can someone like [Hagel] be seen as a heavy weight. He?s not the sharpest knife in the drawer.?
Hagel is likely viewed positively by the administration mainly because he is a Republican who often criticizes his own party, the source said.
?He?ll dance to a tune played by the White House,? said the former official. ?That I think is the real problem.?
As lawmakers consider a deal to avoid sweeping budgets cuts and tax hikes, Hagel?s support for slashing spending at the Pentagon has irked many defense hawks.
?This is a time when a secretary of defense needs to be raising hell about the sequestration cuts,? said the Rumsfeld aide. ?It?s not clear that Hagel has any interest in picking that fight.?
Hagel?s reluctance to chastise Iran also remains a central concern.
As chief of the Pentagon it is expected he would avoid planning for a military intervention should Tehran refuse to end its clandestine nuclear enrichment program.
?The military brass is already reluctant to offer up any military options on Iran even though it?s their job to have something on the books and to leave the options of the commander in chief open,? said the Rumsfeld aide. ?Hagel will only reinforce these worrisome tendencies.?
?Chances are he?ll view any legitimate effort to talk about military options with Iran as some plot by the ?Israel Lobby? to box him in,? the source said.

What Kerry, Hagel would bring to Obama diplomacy
Reports of Sen. John Kerry becoming Secretary of State, and Republican Chuck Hagel being tapped for Defense, hint at a new attempt to use 'soft power' in Obama's second term. But will it work?

News reports say Sen. John Kerry (D) will be tapped for State while former Nebraska Sen. Chuck Hagel, a moderate Republican, may be headed for the Pentagon. If so, this would suggest a return to Mr. Obama?s attempts early in his first presidency to engage America?s adversaries abroad rather than isolate or harm them.
Mr. Hagel has been a strong critic of economic sanctions in general and has favored talks with the Palestinian militant group Hamas. Senator Kerry was active in talking directly to Syrian dictator Bashar al-Assad. Their faith in quiet diplomacy rather than threats reflects Obama?s attempts soon after he took office to extend a hand to Iran, Venezuela, and North Korea.
Those attempts failed, and, in general, his foreign policy then took on a tougher tone. That new tone may also have helped him in the 2012 campaign fend off GOP attacks painting him as a weak leader and an apologist. But will he now revive a style of using more carrots than sticks, more ideas and persuasion than threats and sanctions?
Long a proponent of ?soft power? ? or reinforcing America?s values abroad ? Obama learned by the end of his first year that he had to become pragmatic. In accepting the Nobel Peace Prize in late 2009, he said that? Americans ?must try as best we can to balance isolation and engagement, pressure and incentives.?
But now that he won?t be running again, he is free to really test a values-based approach, relying on negotiations while also reevaluating the use of sanctions on authoritarian regimes, such as Cuba.
?Engagement is not appeasement,? said Hagel in a 2008 speech. ?Great nations engage. Powerful nations must be the adults in world affairs. Anything less will result in disastrous, useless, preventable global conflict.?
The most difficult tests will be in any talks with the Taliban and Iran. Talks with the Taliban are necessary for a successful end to America?s long war in Afghanistan; talks with Iran are essential to preventing that country from obtaining a nuclear weapon or preventing an Israeli attack on Iran. Yet the history of talking with terrorists or terror-backing nations is mixed.
The United States did talk down Libya?s Muammar Qaddafi from his quest for nuclear weapons and in his backing of terrorism. Iraq?s Sunni terrorists were talked out of their support of Al Qaeda and in use of violence. But the Taliban has resisted any meaningful negotiations. And Iran has remained defiant in its nuclear policy even as Obama has ratcheted up sanctions on the regime.
Attempting such talks often allows the US to walk the moral high ground in a display of humility. But it also has practical uses even if the talks fail. It can split an adversary into factions, eroding its power. It also can win over allies to eventually supporting tougher action.
Sanctions, too, have a mixed record in either bringing down a regime (Castro?s Cuba) or changing behavior (the Kims of North Korea). Yet they, too, create a moral base, laying down a marker on values, while taking action short of armed conflict. They constitute a ?war without bullets.?
As he picks his national security team and prepares his speeches in coming weeks, Obama will signal how the US will act on the world stage for the next four years. He has learned hard lessons so far and may have not followed his instincts in order to get reelected. He needs to settle on a style of leadership that is both effective and values-based. It is not an easy balance, but it is necessary.

Argentine corn exports blocked by China
Argentina and China are in talks to resolve differences over Argentine corn exports said to contain genetically modified strains of the grain.
Chinese officials said the GM strains weren't approved beforehand by Beijing but didn't explain details of the objectionable grain.
Argentina is keen to defuse tension over the dispute, which threatens to undermine the Latin American country's growing corn trade.
Negative publicity about Argentine corn is also a source of worry for Argentine exporters who hope to profit from low corn yields in the United States. Global corn prices have been inching upward, mostly in response to lower than expected U.S. production.
At least two contains of Argentine corn are reported to be under a "quarantine,"
China imported 4.56 million tons of corn in the first 10 months of 2012 but about 99 percent of the grain originated in the United States, the largest corn exporter in the world. But escalating prices of U.S. corn have been a disincentive for some Chinese importers.
Chinese data on imports and domestic demand remain conflicting, however. The data indicated China could cut back U.S. corn imports more than 50 percent while considering other sources to meet rising demand from the farms.
China's domestic corn yields are also on the increase but a reported 8 percent rise in Chinese corn harvest compares with a 9.06 percent increase in projected consumption.
Market analysts blame the U.S. drought for steady increases in U.S. export prices for corn, opening up the market for other exporters who can supply the grain cheaper.
The controversy over GM strains however worries Argentine exporters who have also looked elsewhere, including Ukraine, for alternative sources of corn for China's agriculture and livestock industries.
Argentina is the second largest corn exporter after the United States and has suffered drought but not as widely as Australia, Russia and South Africa. A projected 20 percent decrease in Argentine corn output is creating a groundswell of discontent in Argentina's farm industries.
Argentine President Cristina Fernandez de Kirchner is facing calls from farmers' representatives for more government help. Fernandez is also facing calls to review agricultural policies that are discouraging farmers to plant corn for the 2012-13 season.
Instead, many farmers are turning to production of soybeans, Argentina's main farm export.
